Sheriff’s Report

Two women charged with Hatteras motel burglary

On Nov. 6, 2013, The Dare County Sheriff’s Office received a report of a burglary and larceny at a Hatteras motel.  Deputy Tami Willis was assigned to the incident.  Upon her arrival, she learned that a room at the motel had been entered and a significant quantity of tools and room furnishings had been stolen. Dare County CID Sergeant Doug Oberbeck responded to process the crime scene.  When he arrived at the scene, Deputy Willis had recovered the stolen items and identified two suspects. 

Arrested and charged were Betsy Lynn Boyce, 38, and Erin Lynn Fitzgerald, 29, both of  Margaretsville, N.C. They were charged with second degree burglary and larceny after breaking and entering. Boyce was released on $5,000 bond and Fitzgerald on $10,000 bond.

Sheriff’s Report

Fraud arrest made on Hatteras Island

On Sept. 30, Dare Sheriff’s deputies picked up a suspect from a Raleigh prison and returned her to Dare County.  She was served here with indictments related to a credit card theft and fraud case.  Dare CID investigators coordinated their investigation with officers in other jurisdictions as this case involved several incidents on Hatteras Island and across Beaufort and Hyde counties. The suspect was in custody in Raleigh on unrelated charges. 

Charged was Kelly Denise Martinez, 43, of Washington, N.C. She was charged with six counts of obtaining property by false pretenses and identity theft and was released on $45,000 bond.

More charges filed in Hatteras car break-ins

On Sept. 20, Dare Sheriff’s investigators charged a Frisco man in a series of car break-ins in various Hatteras Island locations. Investigators were also able to link a stolen handgun to the suspect as well. The suspect and the associated charges are listed below.  There may be further charges forthcoming as the investigation into the car break-ins continues. 

Richard William Taylor, 21, of Sunset Strip in Frisco, who was already charged with probation violations, has been charged with breaking and entering of an auto, larceny of firearm, possession of stolen property, and possession of a firearm by a felon.  He is being held at the Dare County Detention Center in lieu of $55,000 bond.








Arrest made in Hatteras Island vehicle theft

Dare County Sheriff’s investigators have made an arrest in a March 2013 vehicle larceny, based on indictments issued by the Dare County Grand Jury.  This incident involved the breaking and entering of several vehicles at the Cape Hatteras Secondary School on March 1, 2013.  There was also a truck stolen from the school during the same time frame.

Investigators developed a suspect from the school video and identified him through community assistance.  The suspect and the stolen truck were located in Virginia Beach Va.  The arrest was made Sept.

Arrested was Ryan Andrew Foley, 17, of North Oriole Drive, Virginia Beach, Va. He was charged with two counts of breaking and entering of an auto, misdemeanor larceny, and larceny of motor vehicle. He was released on a $30,000 bond.

Three men arrested in Hatteras vehicle break-ins

On Friday, Sept. 13, Trooper K. Libby of the North Carolina Highway Patrol initiated a vehicle stop on a moped in Buxton.  As a result of this stop, some suspicious credit cards were discovered.

Dare Sheriff’s Office Sgt. E.J. Scarborough began an investigation into the matter and determined that the cards came from a recently reported breaking and entering of a motor vehicle on Hatteras Island. 

Further investigation revealed that the moped that was pulled over by the trooper was stolen from a recent break-in at a local business. 

Other deputies joined the investigation and recovered some additional stolen property, linking the two suspects to numerous motor vehicle break-ins on Hatteras Island.  More charges will be brought when the evidence is sorted and identified. 

Additionally, Dare CID was able pick up another suspect in the late-summer string of Hatteras Island vehicle break-ins on an outstanding probation warrant.  Further charges are likely here as well. 

The suspects and their charges are:

  • Jamie Ray Holmes, 19, of Selma, N.C. He was charged with breaking and entering of auto and possession of stolen motor vehicle. He was committed to the Dare County Detention Center in lieu of $100,000 bond.
  • Steven Anthony Nelson, 19, of Highway 12 in Frisco. He was also charged with breaking and entering of auto and possession of stolen motor vehicle and committed to the Dare County Detention Center in lieu of $100,000 bond.
  • Richard William Taylor, 21, of Sunset Strip in Frisco was charged with three outstanding probation violations and was committed to the Dare County Detention Center in lieu of $75,000 bond.

Two arrested after traffic stop in Pea Island

On Aug. 23, at 7:48 p.m., Dare Sheriff’s Deputy D. J. Saffell was assisting a U.S. Park Service Ranger with a traffic stop south of the Oregon Inlet Bridge.  He was later joined by Dare Traffic Unit Deputy C.M. Aguirre. During the course of the traffic stop, Deputy Saffell deployed K-9 Rico on the stopped vehicle.  The dog alerted on the vehicle and during the subsequent search, several items of drug paraphernalia were located in the vehicle.  A quantity of a controlled substance was also recovered during the stop. 

Two Hatteras men were arrested and charged.

Michael Dale Quidley Jr., 27, of Quidley Lane in Buxton, was charged with driving while impaired, conspiring to sell or deliver a Schedule II controlled substance, manufacture of Schedule II controlled substance, maintaining a dwelling/place/vehicle to keep a controlled substance. He is being held at the Dare County Detention Center in lieu of $75,000 bond.

Cory Stowe Sisler, 26, of Highway 12 in Hatteras village was charged with conspiring to sell or deliver a Schedule II controlled substance, manufacture of Schedule II controlled substance, possession with intent to manufacture, sell, or deliver a Schedule II controlled substance, possession of drug paraphernalia, and aiding and abetting driving while impaired.  He was released on $5,000 bond.

Man arrested in breaking and entering in Hatteras village

On July 21, at approximately 9:38 p.m., The Dare County Sheriff’s Office responded to a reported breaking and entering on Grey Eagle Road in Hatteras village.  Upon arrival, the victim reported to Sergeant E.J. Scarborough that after returning from a walk on the beach, he discovered a man in his house.  Sgt. Scarborough, after getting a description of the man, was able to locate and arrest the suspect a short distance away.  There was nothing stolen.  Arrested was Alan Erikson Clark of Alexandria, Va.  He was released on $5,000 bail.

Narcotics investigation leads to more Hatteras Island arrests

The Dare County Sheriff’s Office has made several more arrests on Hatteras Island as a result of ongoing narcotics investigation.

On June 12, the Dare County Sheriff’s Office served arrest warrants on two Frisco residents.  These warrants were drawn as a result of recent narcotics investigations conducted in onjunction with the Nags Head Police Department, the Kill Devil Hills Police Department, the North Carolina State Bureau of Investigation and the North Carolina Alcohol Law Enforcement. 

Two persons were arrested.  They are Abe Martin Thomas, 38, and Rachel Marie Taylor, 33, both of Treacher Lane.

Thomas was charged with possession with the intent to manufacture, sell or deliver a Schedule II controlled substance, Oxymorphone. He was released on $15,000 bond.

Taylor was also charged with the intent to manufacture, sell or deliver a Schedule II controlled substance, Oxymorphone. She remains in the Dare County Detention Center in lieu of $75,000 bond.







In a separate case, again as a result of continuing narcotics investigations on Hatteras Island, Dare sheriff’s deputies arrested a suspect on a narcotics charge on June 12. 

Laurie Lynn Marshall, 37, of Piney Ridge Road in Frisco was charged with conspiracy to sell or deliver cocaine.  She was released on $2,500 bond.













On June 13, Dare sheriff’s deputies served an outstanding arrest warrant on an Avon resident.  This warrant was a result of continuing drug enforcement activities by the Dare Sheriff’s Narcotics Unit, The Kill Devil Hills Police Department, The Nags Head Police Department, NCSBI and NCALE on Hatteras Island.

Cassandra Laquisha Armour of  McMullen Road was charged with possession with the intent to sell or deliver a Schedule II controlled substance.  She was released on $35,000 bond.

Narcotics investigation leads to Hatteras Island arrests

The Dare County Sheriff’s Office has made several arrests on Hatteras Island as a result of ongoing narcotics investigation.



On May 29, The Dare Sheriff’s Office served outstanding warrants on two Buxton residents.  Michael Dale Quidley Jr., 27, and Brooke Erin Vestal, 28, of Buxton Back Road were charged with possession with intent to sell or deliver Schedule II oxycodone and conspiring to sell or deliver oxycodone. Both were released on $1,500 bond.















On June 3, Dare Sheriff’s deputies served an outstanding narcotics warrant on a Frisco resident.  Holly Christine Marcus, 32, of Highway 12 was charged with possession with the intent to manufacture, sell, or deliver a Schedule III controlled substance, buprenorphine.  She was released on $1,500 bond.















On June 10, Dare County Sheriff’s deputies arrested a suspect on an outstanding narcotics warrant drawn by the Dare Sheriff’s Narcotics Unit.  The date of offense was March 1, 2013. Jeffrey Ray Kiefer, 24, of Crossway Road in Buxton was charged with possession with the intent to sell or deliver cocaine.  He was released on $5,000 bond.

Two charged with breaking and entering and larceny in Salvo

On April 29, an incident was reported at the Salvo Fire Department in which the building had been entered and significant damage had occurred.  Deputies responded to the location where a member of the Fire Department reported that there was a gouge in the concrete floor and large holes were made in the plywood wall of the fire station with a pry bar from the fire truck.  There were several other items damaged also. 

The investigation further revealed that there were also some fire equipment items missing.  Dare CID initiated an investigation of the incident.

Two suspects were charged in the incident on May 7.

They are Kieran Lee Bowman, 19, of Gondyke Way in Frisco and Steven Anthony Nelson, also 19, of Highway 12 in Frisco.

Bowman has been charged with possession of burglary tools, two counts of forced breaking and entering, two county of larceny after a B&E, two counts of possession of stolen property, damage to real property, and damage to personal property.  He is being held at the Dare County Detention Center in lieu of $37,000 bond.

Nelson has been charged with possession of burglary tools, two counts of forced breaking and entering, two county of larceny after a B&E, and two counts of possession of stolen property. He is being held at the Dare County Detention Center in lieu of $6,000 bond.

Suspect arrested in robberies and burglaries in Avon

During the week of April 22, The Dare County Sheriff’s Office received several reports regarding robberies or burglaries in the Avon area.  An investigation was opened by the Dare Sheriff’s Criminal Investigative Division.  Information regarding the incidents was developed during the course of the investigation that led to the service of a search warrant on an Avon residence.  As a result of that service, items of evidence were seized, including a firearm.

Investigators believe that there may be additional victims of similar crimes in the Avon area that may not yet have reported those crimes.  Information regarding incidents of breaking and entering or robbery that may not have been yet reported or persons having information about similar crimes, should contact Investigator Eddie Harper at 252-475-9354 or Sgt. Doug Oberbeck at 252-475-9355. 

Additional charges may be pending in this case. 

Arrested on April 24 was Jordan Lee Pickett, 25, of Watson Lane in Avon. He was charged with first-degree burglary and possession of a firearm by felon and was committed to the Dare County Detention Center in lieu of $70,000 bond.





Avon man charged with taking indecent liberties with a minor

Over the past few days, deputies from the Dare Sheriff’s Criminal Investigative Division have been working a reported indecent liberties case in Avon.  Information developed in the case led to the service of a search warrant in Avon on Thursday, April 25.  As a result of this investigation and the subsequent search, there were charges brought against Luther Grandy Hooper III, 57, of Gray Circle in Avon.

Hooper was charged with two counts of taking indecent liberties with a child and disseminating obscenity to a child. He was committed to the Dare County Detention Center in lieu of $70,000 bond.

Buxton man charged in school incident

During the most recent sitting of the Dare County Grand Jury, a True Bill of Indictment was issued for Stefan Schwartz of 47537 Buxton Back Road, Buxton for the charge of false report of mass violence on educational property.  An additional $10,000 bond was added to the bond for his existing charges. Schwartz remains committed to the Dare County Detention Center.


More charges filed in Buxton domestic dispute

Dare Sheriff’s Office deputies have filed additional charges against Christopher Lee Chrobot of 47029 Bernice Lane in Buxton.

Chrobot was charged earlier this month in a March 12 domestic dispute on Light Plant Road in Buxton. After further investigation, Chrobot has been served with additional charges arising from a separate incident that occurred March 13.  This incident involved a breaking and entering at the victim’s residence and the starting of a fire. 

In that incident, Chrobot was charged with felonious breaking and entering, second-degree arson, and injury to real property. He remains committed to the Dare County Detention Center under a $24,000 bond.

Man is charged in domestic dispute in Buxton

On March 12, 2013, a domestic dispute was reported on Light Plant Road in Buxton. This was the second such dispute in four days at the same residence.  Dare County Sheriff’s deputies responded to both incidents and conducted an investigation.  As a result of those investigations, Christopher Lee Chrobot of Bernice Lane in Buxton was charged with domestic assault on a female and two counts of criminal trespass. A third incident that occurred at the same address is still under investigation.  The suspect was committed to the Dare County Detention Center in lieu of $1,000 bond.

School incident charge against Buxton man dismissed in court, sent to Grand Jury


In the Thursday, March 7, session of the Dare County District Court, the charge against Stefan Schwartz for the Cape Hatteras Secondary School incident was dismissed.  All charges regarding the alleged school threat will be addressed by the Dare County Grand Jury on Monday, March 18. 

The two misdemeanor charges for damage to property and possession of drug paraphernalia were stipulated to and bound over to Superior Court for adjudication.  The felony charges in the 2009 breaking and entering of the Buxton Alternative School are still outstanding.

Schwartz remains committed to the Dare County Detention Center in lieu of $30,000 bond.

Buxton man served with additional charges

Dare County Sheriff’s Office deputies have served Stefan Gray Schwartz, 26, of Buxton Back Road with additional charges.  

Schwartz was arrested for making a false report on educational property in Buxton on Feb. 20. 

These new felony charges are not related to those on Feb. 20 and stem from an Aug. 27, 2009 incident at the Buxton Alternative School.  In this incident, the school was broken into and a small fire was started. Schwartz was also charged of a misdemeanor count of cyberstalking from earlier in 2013.

Schwartz has been committed to the Dare County Detention Center in lieu of $30,000 bond.



UPDATE:  Truck stolen at Cape Hatteras School located in Virginia Beach

The Toyota truck stolen from the Cape Hatteras Secondary School on Friday, March 4, has been recovered, abandoned, by the Virginia Beach Police Department within their jurisdiction.  Virginia Beach dispatched a forensic evidence unit to process the vehicle.  Dare County investigators are working with the Virginia authorities to identify a suspect.  Additional information will be released as it becomes available.

Vehicle stolen from Cape Hatteras Secondary School

At about 1 p.m. on Friday, March 1, the Dare Sheriff’s School Resource Officer working at the Cape Hatteras Secondary School of Coastal Studies received a report from a person participating in the school’s Career Day that their vehicle had been stolen from the school parking lot. 

Upon review of video cameras in the area, it was discovered that the theft occurred about 9:38 a.m.  The suspect is described as a white male, 5-feet, 5 inches to 5-feet, 6 inches in height, with medium length brown hair, under 20 years old, wearing a brown “hoodie.” 

It was later discovered that someone fitting the above description used a credit card that was found in the vehicle in the Norfolk, Va., area. The Norfolk Police Department Auto Theft Squad was notified and is working with Dare investigators. 

The vehicle is a silver 2007 Toyota Tundra truck, N.C. registration OBX22354, and it had not yet been reported recovered on Monday, March 4.

Buxton man charged with making threats at high school

Stefan Gray Schwartz, 26, of 47537 Buxton Back Road has been arrested and charged with making a false report that mass violence was going to occur on educational property, a felony. 

Schwartz is also charged with injury to personal property and possession of drug paraphernalia, both misdemeanors.

According to the Dare County Sheriff’s Office, the Cape Hatteras Secondary School of Coastal Studies Resource Officer was made aware on September 11 of threats that had allegedly been made against persons at that school. 

The resource officer and members of the Dare Sheriff’s Criminal Investigation Division immediately opened an investigation into the threats.  Deputies had been informed as to who made the threat and a search warrant was executed on his residence.  Various items were seized as a result of the search.  No firearms or other destructive devices were seized. 

The suspect was arrested and charged when he returned to Dare County today.  He is being held at the Dare County Detention Center in lieu of a $204,000 bond. 

The case remains under investigation and additional charges may be pending.

Breaking and entering of United States Post Office in Avon

On Jan. 7, Dare Sheriff’s deputies responded to the report of a suspicious vehicle on Ocean View Drive in Avon, near the Avon Post Office.  When the deputy arrived at the location, an unoccupied vehicle was noticed under a house in the area.  While the deputy was at the house, glass was heard breaking.  The noise came from the direction of the Post Office.  Deputies responded to the Post Office to find that it had been broken into and some items taken.  Deputies on the scene gave the description of the suspicious vehicle they had encountered under the house to assisting agencies.  After a short period of time, a North Carolina State Highway Patrol Trooper spotted the vehicle headed north on Highway 12.  The trooper pulled the vehicle over, and during the stop, items from the Avon post office were recovered in the vehicle. 
 
The operator of the vehicle, Marquis Wade Charity of Roanoke Island, was arrested and charged with breaking and entering and felonious larceny.  He was committed to the Dare County Detention Center in lieu of $25,000 bond

The case is being reviewed by Postal Inspectors regarding possible Federal charges.
