MANTEO AND GLOUCESTER — Paul William “Billy” Clements was welcomed into the loving arms of his Lord and Savior on May 1, 2025, after a short, hard-fought battle with cancer. Born on July 8, 1943, in Gettysburg, Pennsylvania, to the late Irvin and Helen Clements, Billy spent the majority of his life living, loving, and leading in Gloucester, Virginia, and Manteo, North Carolina.
A dedicated worker his entire life, Billy volunteered with the Gloucester Volunteer Fire and Rescue Squad for many years, serving as Assistant Chief for a good part of that time. He also worked for the Newport News Shipyard and eventually settled into a role he loved at LieBherr America before finally retiring in 2011.
After his retirement, Billy yearned to stay active and worked with Pirate’s Cove Resort, Andrews Funeral Home (Gloucester) and Twiford Funeral Home (Manteo).
In his spare time, you could find him spending time with his church families at Coastal Community Church and Manteo Assembly of God, watching baseball, eating his favorite sweet treats, or enjoying time with his family and other loved ones, especially when winning a game of Five Crowns or dominoes. He dedicated his life to his family, never missing a sporting event, music recital, birthday party, or celebration. Nothing made him prouder than the joys and successes of his wife, children, grandchildren, and great-grandchildren, and a piece of their hearts will forever be shattered by his passing.
A beloved husband, father, grandfather, brother, uncle, and community leader, Billy will also fondly be remembered for his sweet smile, warm hugs, calm demeanor, and ability to make anyone and everyone feel cherished and welcomed. He always cared more about those around him and never wanted to burden a soul; up until the end, Billy downplayed his pain to lessen the grief of those he loved. It’s a rare occurrence to meet someone as special, good-natured, and selfless as Billy Clements, and those who knew him were truly blessed.
Proceeding him in death were his parents, Irvin and Helen Clements, brothers-in-law Buddy Ewell and Lynn Rhodes, sister-in-law Brenda Clements and parents-in-law Linwood and Hazel Oliver.
Billy is survived by his loving wife and best friend of 64-years, Brenda; twin brother Dicky Clements and sisters Barbara Ewell and Betty Rhodes; son Brian (Ruth), daughter Michelle (Jon); grandchildren Kyle (Kami), Ryan, Connor (Meghan), Michael (Samantha), and Danielle (Connor); great-grandchildren Sophie and Cooper, with two more on the way; as well as a host of nieces, nephews, and beloved friends.
The family will hold a visitation at Andrews Funeral Home on Sunday, May 4, from 2:00 – 4:00 PM. Funeral services will be held at Coastal Community Church- Gloucester on Monday, May 5, at 11:00 AM with a reception to follow. The family will hold a private burial.
