North Carolina’s second primary will be Tuesday, July 17
North Carolina will have a second primary election on Tuesday, July 17, to determine winners for some statewide offices, who will run in the general election on Nov. 6.
Eight states allow political parties to conduct a second primary under specific circumstances. For North Carolina the deciding factors are whether the winner in the May primary received 40 percent of more of the votes cast for the office and whether the next runner-up wishes to contest the primary results.
All second primary elections across the state are held on the same date for all affected political parties. The state Board of Elections determines the date of the second primary.
For Dare and Hyde counties, the Republican ballot will include North Carolina Lieutenant Governor (Dan Forest or Tony Gurley), Commissioner of Insurance (Richard Morgan or Mike Causey, Secretary of State ( Kenn Gardner or Ed Goodwin), Superintendent of Public Instruction (John Tedesco or Richard Alexander), and N.C. House of Representatives District 6 (Mattie Lawson or Arthur Williams).
There will be just one race on the Democratic ballot. That is Commissioner of Labor, and the candidates are Marlowe Foster or John C. Brooks.
Dare and Hyde County registered Republicans, registered unaffiliated voters who did not vote in the Primary and will choose a Republican ballot and unaffiliated voters who voted in the Primary requesting a Republican ballot may vote to elect challenged Republican nominees to go forward to the November General Election.
In Dare County, early voting for the second primary will be from 8:30 a.m. until 5 p.m. starting Thursday, June 28, at the Dare Center Board of Elections office in Manteo only (not at the Baum Center or the Fessenden Center as provided for the first primary election) and continuing on weekdays through Friday, July 13, and on Saturday, July 14, from 8:30 a.m. until 1 p.m.
Hyde County is providing early voting on Ocracoke from 9 a.m. to 6 p.m. Saturday, July 7, in the Ocracoke Community Center.
The polls will be open at all the usual precinct locations on Tuesday, July 17, from 6:30 a.m. until 7:30 p.m.
