Special Congressional General Election Set for Sept. 10; Early Voting Available Now
A Special Congressional General Election will be held on Tuesday, September 10, in Dare and Hyde Counties to vote for the unexpired term of the US House of Representatives (Rep) – District 3. The seat is currently unoccupied due to the passing of Rep. Walter B. Jones, which occurred in February, 2019.
Polls will be open from 6:30 a.m. until 7:30 p.m. on Election Day. The Election Day polling places will be located at:

For Hatteras Island residents, one-stop early voting will begin at the Fessenden Center Annex at 47017 Buxton Back Road on Monday, August 26, and will continue weekdays through September 6 from 11 a.m. until 4 p.m.
For Ocracoke Island residents, one-stop early voting will begin at the Ocracoke Fire Department located at 822 Irvin Garrish Highway on Thursday, August 29, and will continue weekdays through September 6 from 8 a.m. until 5 p.m.
Early voting is currently available on weekdays at the Dare County Administration Building, located at 954 Marshall C Collins Drive, Manteo, and will continue on weekdays through September 6 from 8:30 a.m. to 5 p.m.
In observance of Labor Day, all one-stop voting sites will be closed and there will be no voting on September 2.
The Board of Elections will meet on August 20, August 27, September 3, September 9, and September 10 at 5 p.m., and at other times as may be necessary for the purpose of approving absentee ballot applications and other matters regarding this Election. The board will meet on Thursday, September 12 at 10 a.m. for a hand-eye sample audit and on Monday, September 16 at 10 a.m. for Supplemental/Provisional Ballot approval.
ABSENTEE BALLOTS ARE ALLOWED. Requests for an absentee ballot must be made on a State Board of Elections Absentee Request Form and are available and at all one-stop early voting sites until September 3. Completed absentee ballots must be returned to the Dare County Board of Elections by 5 p.m. on Tuesday, September 10, 2019, (or received within three days and postmarked by Election Day).
All residents of Dare County who are registered to vote with the Dare County Board of Elections may vote in this election. Voters who are previously registered do not need to re-register for this election.
Voters who require assistance with casting their ballot are entitled to assistance by an appropriate person of their choice or an election official. Registration facilities and polling places are accessible to the elderly and handicapped. Curbside voting is available for voters who are not physically able to enter the polling place.
