Highlights from the January 7 BOC Meeting

The Dare County Board of Commissioners (BOC) covered a number of Outer Banks-related issues and achievements at their January 7 meeting in Manteo.

Topics which pertained to the island and / or the local community included the following.

Presentation of Annual Financial Report

Finance Director David Clawson and Bob Taylor from Potter and Company presented the results of the audit for the last fiscal year and the County’s Comprehensive Annual Financial Report (CAFR). Clawson reported that the County’s general fund balance or “rainy day fund” has continued to improve, revenues are up, the insurance fund balance is no longer a deficit, and debt service as a percentage of expenditures continues to lessen.

Commissioners thanked Finance Director Clawson and his team for an excellent report from the auditors and for maintaining the excellent AA+ bond rating.

Schedule for Release of Updated Flood Maps
Planning Director Donna Creef briefed the Board on the update process for the Dare County flood maps. Commissioners authorized sending letters to our delegation in Washington urging release of Dare County maps in a timely way.

Certificate of Appreciation Presented
Chairman Woodard presented a certificate of appreciation to Canadian Football League All Star Emanuel Davis who started his football career at Manteo High School before going on to play at ECU and the CFL.

2018 Employee of the Year

Michael Hill from EMS MedFlight was recognized as Dare County’s Employee of the Year for 2018. EMS Chief Jenny Collins and Chief Pilot Chad Jones accepted the award on Mr. Hill’s behalf.

Changes to Dog Tethering Ordinance
Following a public hearing, Commissioners approved changes to the language regarding penalties for first and second offenses of the County’s dog tethering ordinance.

Public Hearings Scheduled for January 22

The Board set two public hearings for 5:30 p.m. on Tuesday, January 22 to get community input on a proposed change to the Commercial Services Zoning District in Colington and whether to allow golf carts to operate in Martin’s Point and Manns Harbour.

In Other Items of Interest The Board of Commissioners:

  • Agreed to retain the services of McGuireWoods Consulting to represent the County’s interests in Raleigh.
  • Received an update from Dr. Reide Corbett regarding activity and plans for the Coastal Studies Institute, ECU
  • Agreed to seek input from the community regarding naming of the new bridge at Oregon Inlet.
